Statistical Classification of Economic Activities (NACE Rev. 2)

The Nomenclature statistique des activités économiques dans la Communauté européenne (NACE) Rev. 2 from 2008 defines its categories differently at the various hierarchical levels. At the highest aggregated levels, general characteristics of goods and services are the relevant factors. At the more detailed aggregation levels, on the other hand, similarities in the production process are decisive (Eurostat 2008: 21).
The NACE Rev. 2 is organised into four levels: 21 sections, 88 divisions, 272 groups and 615 classes (Eurostat 2008: 51).

Method/Structure: The NACE Rev. 2 is derived from the ISIC Rev. 4. Sections and divisions of both classifications are identical. The groups and classes of the NACE Rev. 2 are an adaptation of the ISIC Rev. 4 to European requirements. They can always be aggregated into the groups and classes of the ISIC Rev. 4 (Eurostat 2008: 41).
All four classification levels of the NACE Rev. 2 are also identical with the Classification of Economic Activities 2008 (Statistisches Bundesamt 2008: 18).
The delimitation criteria of the top level of organisation, the sections, are general characteristics of the produced goods respectively services (Eurostat 2008: 21).
The delimitation criteria of the second and third levels, the divisions and groups, are the type and intended use of the produced goods respectively services, factor input, procedures and production technology (ibid.).
The allocation criterion for the lowermost level of organisation, the classes, is the similarity and distribution of activities (ibid.).
Development/implementation for Germany: The NACE Rev. 2 is the result of the revision of the NACE Rev. 1.1. The changes concern the highest classification level, at which new concepts were introduced. Furthermore, the organisation has become more detailed, especially for services. However, care was taken to keep the classification the same wherever changes were not compulsory necessary. Despite the changes, the essential structure of the classification was retained (Eurostat 2008: 49).
